COMMUNITY DEVELOPMENT

The ARRA provides additional funding for existing programs that are designed to encourage economic growth by providing affordable housing and creating jobs through the expansion and retention of businesses.

Farm Operating Direct Loans

The U.S. Department of Agriculture will make direct loans to individuals to establish beginning farmers, expand existing farming operations, and refinance secured and unsecured debts.

Public Housing Capital Fund

Additional federal funds are provided to local public housing agencies for asset management activities, including modernization and development of public housing.

Tax Credit Assistance Program (TCAP)

Additional federal funding will increase funds available for capital investment in construction projects that qualify for the Low Income Housing Tax Credit (LIHTC).

Neighborhood Stabilization Program

Additional federal funds are available for local governments and community organizations to purchase abandoned and foreclosed property for use as affordable housing.

Community Development Block Grant (CDBG)

Additional federal grants will assist communities to provide decent, affordable housing and services to low and moderate-income persons.

Native American Housing Block Grant

Additional federal funds are provided directly to tribal entities for new construction, acquisition, and rehabilitation to facilitate home ownership among low and moderate-income persons.

Community Development Financial Institutions Fund

The U.S. Treasury Department will provide additional funding to this existing program which invests in and builds the capacity of a nationwide network of community-based financial institutions with a primary mission of community development in economically distressed urban, rural, and native communities.

Aquaculture Grant Program

The U.S. Department of Agriculture will administer a grant program to assist aquaculture producers for losses associated with high feed input costs during the 2008 calendar year.

Recovery Zone Bonds

The ARRA increases the funds available to subsidize interest payments on government bond initiatives that are used to finance improvements to local infrastructure.
